Two people charged with rape while in the care of local agencies have been declared incompetent to stand trial. In both cases, the charges were dismissed while the Trumbull County Prosecutor’s Office said it would pursue civil commitment proceedings in Trumbull County Probate Court.

Kennis L. Haylett, 74, who has been moved to another care home in Trumbull County, was charged by Brookfield police based on an incident reported Feb. 16 at O’Brien Memorial Health Care Center. The findings of an evaluation were presented May 16 in Trumbull County Eastern District Court.

Rogerick K. Darby, 32, who has been moved to a care home in Massillon, was charged by Brookfield police based on an incident reported April 6, 2023, at Kaleidoscope Inc., 832 N. Stateline Road, Masury. Darby’s case was resolved June 6.
